The restore time here assumes the copy actually works and is not itself encrypted, which is why insurers reward offline or immutable backups and a tested restore. If your RPO or RTO looks worse than you can live with, the fixes are usually more frequent backups (lower RPO) and a faster or more local restore path such as a warm standby (lower RTO).
